The open marathon culminated at Dree ground, Hija where a meeting was convened for the Goanburas, Goan Buris and other PRI members.

Addressing the gathering Dani Sulu, Secretary IPR said that the movement for WHS should be a people’s movement. It should be a collective effort. Govt. will be the guardian; every individual living in the Ziro Valley should feel responsible and contribute their bit. “Youths full of vigor, valiant and strength should lead the movement with the guidance of the elders. There’s no stopping the fervor until we see Ziro on the final list of the WHS.”, he added. On the same line he advised the villagers to opt for better technology as prescribed in the WHS guidelines instead of tin sheets as roofs and stop cementing the canals for irrigation. We need to preserve the traditional practices under all conditions. He entrusted the goan buras and goan buris to disseminate what they have learned today to their fellow villagers.

Gyati Kago, Rtd Wing Commander called also for a collective effort from every individual living in Ziro. He exhorted AYA to take the lead, galvanized the youth brigade and make it a force to reckon upon. Today AYA has got bigger challenges; he said and urged the leaders to be responsible.

Dealing in detail with the cultural landscape, he said that, “We Apatanis have learned to domesticate the forest and are living in harmony with the nature. The once upon a time unfriendly, swampy land has been well developed and domesticated by our forefathers. This exceptional cultural tradition has helped Ziro to the tentative WHS list. This tradition thus has to be preserved.”  A comprehensive master plan and an awareness campaigns is the need of the hour, he added. AYA president Taku Chatung  also spoke on the occasion and stressed on the need of collective efforts  for HWS status to Ziro valley.

We have to be responsible towards our civic duties, keep our city clean and continue the good works. Without any Govt interventions aforestation has been massive in Ziro. It should be an example for the entire state. Let’s work in unison to make this dream of WHS a reality, he gave a clarion call.

Also speaking on the occasion Dr Joram Beda, Secretary Tourism, appreciated the people of Ziro valley for successfully preserving the forest area and its traditions till date. “We need a serious retrospection of the revenue earning for our state. Tourism could be one of the major revenue generators. And to bring in good tourists we need good connectivity,” said Dr. Beda while emphasizing the need for ALG. Tuki inks Lokayukta file

ITANAGAR, May 19: Arunachal Pradesh Chief Minister Nabam Tuki started his first day of the second term in office with a bang – signing approval of the Lokayukta Act for the state this morning.

Thanking the people of Arunachal for reposing faith in his governance, a visibly happy Tuki accomplished his first commitment among several other promises made in the Congress Manifesto. This step he said is a gift to the people of Arunachal Pradesh from a responsive government.

“My wish and desire is to provide clean, transparent and accountable government to the people of Arunachal Pradesh,” Tuki said after signing the Lokayukta Act file in presence of several newly elected Members of Legislative Assembly. Lokayukta is a quasi-judicial body, which would act as a watchdog to pinpoint wrong doings of the administration, look into complaints of the victims of corrupt elements and suggest measures to improve the effectiveness and efficiency of the Government.

The bill which was passed by the 5th legislative assembly in its budget session in the month of March last and assented by the Governor has become an Act after the newly elected CM signed it today.

Unplanned construction a threat to capital city

[ Ojing Tayeng ]

ITANAGAR, May 19: Once a lush green Itanagar now turns out to be a hub of multi-storied buildings due to increasing number of population longing to settle in state capital. We should admit that during this inevitable development process, we have failed to study the soil type and to follow the building codes and guidelines which resulting in unauthorized construction and thereby inviting risk to the settlers.

Despite knowing the fact that Arunachal falls under seismic zone IV with weak soil composition particularly in Itanagar capital region and risk of natural streams or rivulets, the people started construction of buildings in unscientific manner by occupying government land on hill-slopes. The people even dare to occupy rivulets and its catchment areas and start construction of houses and buildings.

Numbers of important offices, Govt. staff quarters and bungalows of ministers and MLAs were also built at hill ridges here by town planners in the past. Now earth cutting in hill slopes in and around such buildings by public has distracted the natural water follow of rivulets and streams.

Such rampant unplanned constructions make Itanagar a landslide hazards zone and this unhealthy development, particularly in state capital is being witnessed by residents of Itanagar and the state government. But no concrete step has been initiated in this regard by Govt so far.

Apart from these, decreasing number of government quarters in the state capital due to encroachment and construction of private residents in occupied Govt quarters is a cause of major concern. It is not that Govt is doing nothing. The government issued several notices regarding unplanned earth cutting within Itanagar capital complex, but no one pays any heed to such orders, the unplanned earth cutting and the unplanned building constructions are still going on.

Until and unless unplanned earth cutting and human settlement in nearby catchment area of streams are being checked, the drainage systems regularly maintained and retaining walls in landslide prone zone are constructed, the state capital would witness a major landslide in near future. Above all, there is an urgent need to take all steps for implementation of  building construction guidelines to save  the Capital region from landslide and other natural calamities.

Hope, considering the risk of live and properties, the new state government will pay attention to town planning and take appropriate measures  to save  Itanagar, which is the mirror of the state.

Modi cabinet to have proper representation of NE states

Staff Reporter

ITANAGAR, May 19: With few days left for Narendra Modi to be sworn in as next prime minister of India, hectic lobbying for cabinet berths has intensified among BJP leaders and its coalition partners. There is growing sense of belief that NE states will have healthy representation in Modi-led cabinet. Names of Tura MP PA Sangma, former Nagaland CM Nephiou Rio, Lakhimpur MP Sarbananda Sonowal along with Arunachal West member of parliament Kiren Rijiju is doing round as probable candidates.

However sources indicated that nothing has been finalized yet and it will be upto Modi to pick his cabinet. Bharatiya Janata Party surprised everyone by winning 7 seven seats in Assam and one in Arunachal. Their alliance partner PA Sangma of National Peoples Party and Neiphiu Rio of Naga Peoples Front also won their respective seats. BJP wants to cash in the momentum and therefore is planning to give proper representation in Modi cabinet to the NE states.

It’s over to the Netajis

[ Taba Ajum ]

ITANAGAR, May 19: Senior Congress leader Nabam Tuki was yesterday sworn-in as the eighth Chief Minister of Arunachal Pradesh for the second consecutive term. Governor Lt Gen (Retd) Nirbhay Sharma administered the oath of office and secrecy to Tuki in an impressive function held at Darbar Hall of Raj Bhavan. The Congress party had retained power in Arunachal by winning 42 seats in the 60 member legislative assembly election. Tuki resumes his second inning as Chief Minister in a difficult time and people of state has massive expectation from him. State is witnessing serious financial problem and there is urgent need to fix it. In this month, state government struggled to pay salaries to its employees.

Apart from tackling various burning problems plaguing state, Tuki needs to assert his leadership in his own party. Ever since the death of late CM Dorjee Khandu in a tragic chopper accident, state Congress has been witnessing serious internal wrangling. Though Congress doesn’t admit in public, many believe that Assembly election was held six months prior to actual schedule to avoid another round of dissidence by party MLAs. State is paying for the internal fight among Congress leaders. Every time dissidence movement starts, Congress MLAs book hotels and resorts at Delhi and stay back there for months. Many of these MLAs who are either minister or parliamentary secretary do not attain their offices up to months. This seriously hampers developmental activities.

It is time that state Congress leaders get some sense and stop playing with emotion of public. They need to understand that public has given them mandate for good governance and not to fool around. While some of the MLAs might have won election by throwing huge money but they need to understand that not every voters can be bought and therefore they should not take voters for granted. Already warning signal has been issued to Congress by voters as this time opposition parties made serious inroads into those seats considered to be Congress bastion. Many sitting ministers and parliamentary secretaries lost the election. There is sense of anxiety among public over the way state is being run by the politicians.

In recently concluded assembly election 1% voters exercised NOTA option which shows that increasingly there is growing disconnect between public and politicians. It is time all the newly elected 60 MLAs take this figure seriously and try to introspect why people of Arunachal have developed so much of hatred against politicians. Often it is said that politics is not bad and it is politicians who make it bad. Now the onus lies on politicians of state to make Arunachal politics good and win the heart of citizen. The people of state are watching, it’s over to you Netajis.

Modi-wave’ fails to queer Tuki’s pitch in Arunachal

Denhang Bosai

There are no two opinions about the fact that the Assembly elections in Arunachal Pradesh had been a watershed in ways more than one. It also made a number of records in the electoral history of the Himalayan state. Some pundits say that sending too many uncontested candidates to the hallowed Assembly is not good for the health of the fragile Democracy in the state. But we must also admit that the people are the supreme in Democracy and we cannot act against their wishes. In this context 11 Congress candidates were elected unopposed including the Chief Minister NabamTuki indicating that in these 11 Constituencies the people were fully satisfied with the people-friendly and people-centric policies and programmes of the Tuki-led Congress government. The so called –‘Modi-wave’ failed to queer Tuki’s pitch in Arunachal Pradesh. His party won 42 seats in the 60-member State Assembly, an absolute majority. They say that most of the successful Congress MLAs are Tuki’s close confidantes. Little wonder then, Nabam Tuki was sworn in as the Chief Minister for the second straight term without a hitch. It will also ensure the stability of the state government. We all are aware that political instability has been Arunachal’s nemesis over the years. But with the flock firmly under Tuki’s control, we hope to see a stable government quietly going about its business in governance. Needless to say that Tuki played his cards very well in this Assembly election who outwitted every one. Many say that Tuki’s announcement of the simultaneous elections was a masterstroke that caught his perpetual political detractors napping. His covert support to the candidates who would toe his line is a history now and the affable Chief Minister who appears mild and soft-spoken from outside is a smart politician from inside. Tuki’s long innings in politics has made him almost invincible today. The Political Secretary to the Chief Minister BamangTago also played a stellar role and his contributions cannot be overlooked as an effective advisor to the CM. His knowledge of the ground realities in Tirap and Longding districts helped the Congress to win 5 seats out of the 7 seats in these two insurgency-hit districts.

The much-hyped NPF, a Nagaland-based regional political party’s making its maiden forays into Arunachal Pradesh electoral politics ended in a smoke with not a single candidate emerging winner. In fact, most of them forfeited their security deposits. The Students’ Union Movement of Arunachal [SUMA] was opposing the entry of NPF tooth and nail but the regional party of Nagaland managed to field its candidates but without success. This Assembly election will also be remembered for electing 19 first-timers from different Constituencies cutting across political affiliations. This is a healthy sign for Democracy. The electors have become conscious and have come of age proving that they cannot be taken for a merry ride by the politicians. Those leaders who did not perform or deliver the goods were shown the door. Among the stalwarts who were humbled by the political novices were Setong Sena, Tako Dabi, Bosiram Siram, Dr Tangor Tapak, Jiten Pangen, Kamthok Lowang, Yumsem Matey and others. A number of old war horses that once had a great influence over the state’s politics also lost to their juniors. They are former CM Gegong Apang, former ministers Lowangcha Wanglat, TL Rajkumar and others. So, it will not be out of place to say that we will have ‘a young Assembly’ this time with new faces and new ideas. This augurs well for the state because India boasts of having the maximum young people in the world. This Assembly election was not without a sad angle to it in the form of late Newlai Tingkhatra of INC winning posthumously from the 58-Kanubari Assembly Constituency. It may be mentioned here that late Tingkhatra expired recently after a massive heart attack in Gurgaon Hospital. His family members and well-wishers are confused as to whether they should celebrate or cry harder as the win is meaningless when the candidate himself had left this beautiful world for his eternal abode. As a result of his untimely demise, a bye- election will be held. It would be the greatest tribute to hardworking late Tingkhatra if one of his family members retains the seat left by him.

Sadly, this time too only two women candidates could win indicating that our society is still a man-dominated one wherein the fairer sex has no or little say in the state’s politics. Ms KaryaBagang retained her Chayangtajo seat while Ms Gum Tayeng won from Dambuk. Many people in social media are apprehensive that the Modi-led NDA government at the centre may show a step-motherly attitude to the Tuki-led Congress government. I feel  this holds no water. We must remember that ours is a federal structure wherein the central government irrespective of political parties, invariably addresses the problems of all the states without any bias. Of course, there are some state subjects that will have to be addressed by the state government. When the Congress was in the power, many states were ruled by non-Congress government. So, the apprehension amongst some people is baseless. The fund flow to the state from the centre will continue. Moreover, Arunachal West Parliamentary Constituency has sent the most efficient person in Kiren Rijiju as the MP. He will ensure that the problems of our state are taken care of on priority because Arunachal is a sensitive state by virtue of its geographical location.

So, all in all this election has been a manifestation of Tuki’s political maturity and acumen that will stand him in good stead in the long run. Tuki has, without an iota of doubt, garnered all the accolades and praises, especially from the Congress leadership in the centre because he could withstand the winds of change generated by the ‘Modi factor’ across the country. It’s hoped that the Tuki-led Congress government will continue to work for the welfare of the common masses and take the state forward in terms of development in all spheres. Seeds of marginalization being sown in Arunachal Pradesh

Dear Editor,

Through your esteemed daily, I would like to let out my gasp of discomfort and apprehension at prospect of railway connectivity at Pasighat in East Siang district. Fear and apprehension of unchecked influx into state has already been reflected with the introduction of Naharlagun- Dekargaon train service, which was highlighted in an article of Amar Sangno, caption, ‘Railway in Arunachal, a developmental reward or betrayal’ published in your daily on April 29, 2014.

The hue and cry created by many organizations on need for effective implementation of inner line permit (ILP) in railway led to temporarily suspension of the train service. However this is not permanent solution to tackle the influx in our state.

The railways authority is undertaking survey on alignment for Murkongselek (Assam)-Pasighat (Arunachal)-Rupai (Assam) railway tracks which would connect Pasighat with the entire nation.

Unlike Naharlagun, Pasighat is located on the bank of mighty Siang River just on the edge of Assam plain. Considering its plain landscape, the introduction of railway in Pasighat would be more vulnerable for indigenous people and their existence would be in threat from migrants. Since railway authority is not paying much concern about Inner Line Permit, the railway introduction in place like Pasighat would be like sowing seeds of marginalization. It is well known fact that negative impact of train would be far reaching.

Indeed Pasighat is more vulnerable since many of the illegal migrants sneak into its territory with the help of ferry in the Siang River during winter season.  Railway will add more misery to people of Pasighat. I shudder to imagine that thousands and thousands of immigrants will come and settle which will annihilate our rich natural resources. In the process, we will be reduced to minority and state demographic will get new look.

People of Pasighat have bitter experience in late 70s and early 80s, as the large portion of Arunachal land was forcibly taken away by people from neighbouring state. Since then no attempt and effort were made by our state government to retrieve the lost land.

No doubt the proposed railways project has significance for economic and strategic boost in Arunachal Pradesh which would reduce the cost of living and will make easier for defense movement.

But after witnessing the lackadaisical attitude of the Railway authority and centre towards ILP issue in the state, we do not want railway in Arunachal at all. We do not want such communication line which would open flood gate of influx into already porous border and threaten the very existence of indigenous people in its own land.

Taking all those points into consideration, I would like to appeal to the state government, to scrape the MoU of proposed railway line in Pasighat and other places in Arunachal.

Yours

Open flaunting of political loyalty by govt officers

Dear Editor,

With the elections coming to an end, we all are looking forward to a new innings of good governance. One distressing aspect as highlighted by many was open participation in electioneering process by government officers. What was really horrendous was the utter disdain shown by politically motivated officers towards their service/office. They were seen openly flaunting service rules without any fear or shame. (No wonder they are flourishing financially). This reflects failure of governance and is not conducive for democracy either. Government shouldn't turn a blind eye to such illegal acts as it will only breed corruption, abuse of the poor, sidelining of honest people and encourage criminals in usurping power.

Such nexus should be treated with an iron hand if we really want peace and development. Government officers should maintain dignity and sanctity of their office. Of course, they are free to participate and even contest but atleast have the courage and humility to resign first. It’s not difficult to name them but publishing and indulging in cheap talk will not help the cause. I believe we should work through proper channel and hope that unruly element gets deserving punishments. The picture is not completely dark as we do have honest and exemplary officers and leaders who deserve appreciation. We shouldn't allow good work done by them to be held hostage by thugs and incapable, corrupt leaders and officers. Development and democracy can only move in the right direction if the electorate is an informed one (then only they can make proper choices). They should blame themselves if their chosen one turns out to be a money sucking machine with no vision for the people maybe because of deficiency in education /knowledge( hope no reverse development occurs)or simply lack of will and sincerity. Lastly, congratulations to all winners. Hope we see changes for the better not worse.

Yours,

H Panggeng, Itanagar

Tough days ahead for Congress party

Congress president Sonia Gandhi and Vice-president Rahul Gandhi today offered to resign from their party posts following its drubbing in the recently-concluded Lok Sabha election. However, party members have refused to accept their resignation during CWC meeting held at AICC office. Earlier Sonia and Rahul appeared before the media on Friday and took personal responsibility for the drubbing that left the party with just 44 seats in a House of 543, a huge climb-down from 206 seats it had in the outgoing 15th Lok Sabha. This offer of resignation looks more like political drama.

But Congress party has to understand that in order to win back the confidence of people of India they need to do more serious introspection. The people will not vote them back on the basis of drama being unfolded by their party president and vice-president. Too much reliance on Gandhi family charisma has weakened the party. The Congress has failed to organize their ranks at grass root level. This weakness was effectively used by BJP and RSS to their advantage in parliament election. The cadres of BJP and RSS manage to propagate message of BJP prime ministerial candidate Narendra Modi to the voters. If Congress did not make amendment at the earliest, then party may find it difficult to revive itself in days to come if Narendra Modi government manages to win confident of people.
